When Does a Coquitlam Event Need Trained Traffic-Control Personnel?
Coquitlam events may need trained TCPs when they affect public-road traffic; lower-risk parking assistance is a distinct role. Plan permits, access, and staffing early.
A Coquitlam event may need trained Traffic Control Persons when it affects live public-road traffic, uses a road or sidewalk closure, or creates hazards that the approved event and traffic-management plans assign to TCPs. Parking-lot guidance is a different, lower-risk role and should not be used as a substitute for a TCP where approved traffic-control training is required.
Separate public-road and parking-area duties
WorkSafeBC Part 18 distinguishes a trained Traffic Control Person from a traffic assistant working in specified parking or holding areas after workplace training. The risk assessment and approved plan determine which role belongs at each position.
Confirm Coquitlam approvals
The event organizer should check current City event, business-licence, road-use, and closure requirements. The Coquitlam closure-permit page applies when City road right-of-way is accessed or a travel lane or sidewalk is closed.
Build the staffing plan around peak movement
Provide the venue, attendance estimate, event schedule, peak arrival and departure times, parking, rideshare, transit, pedestrian routes, accessible and emergency access, vendor movement, and all affected public roads. Identify the event lead and the person authorized to make field decisions.
Verify training and orientation
TCPs must have WorkSafeBC-approved training, which can be checked through the current provider page. They also need site-specific orientation, clear supervision, assigned communications, and the current approved plan.
